Seeking the address of Kosta Kapetanakis previous operator of cheap cheap cheap concrete works, now operating as DISCOUNT CONCRETE in Oakleigh for absconding from obligations of a court order. Persons residing at 32 Fenton St, Oakleigh claim they do not know him. The house at 8 Berkeley St has been sold. He is now in hiding somewhere in Melbourne.
At present the law courts can't seem to furnish a reliably constructed summons or warrant but are in the process of doing so I gather.
Of course then it is up to me to find him again to serve him. The house he operated from is owned by a company called, Landberry. Family members apparently don't know him. The guy moves house as often as he changes his underwear. He uses an alias at times Kosta Kappa.
He caused a flood on our property and left me to deal with the mess knowing full well I was a carer of a paralyzed husband. The VCAT compensation resulted in a $15,000 court order.
His family should have encouraged some level of personal responsibility rather than aiding in him becoming a fugitive from the justice system. Interestingly he still operates as a concreter and has ads in the local papers in Oakleigh and accepts work under his old business name. The justice system seems to turn a blind eye to this sort of backyard variety scammer. Apparently the tax system isn't interested either or they would be seeking his whereabouts too.

I would like to add that this story demonstrates the ineffectiveness of VCAT court orders. The suburban courts don't have the expertise to even fill out their own forms to create a summons and openly admit that they don't work well. There is no arm of policing operating to recover private debt. This sort of scamming is left to flourish because it is joe citizen who is the loser. The government is interested only in recovery of its debt and uses privacy laws to protect criminals.

I might do a mailout to every local police station....

Have you considered a 'certificate of title' for the person of interest? This may well establish/confirm property ownership and an address.

I have checked the ownership of where his business was registered and found the house owned by a company called Landberry. He subsequently closed his business after the court ruling and has now removed the ads this November from the local papers. Another property mentioned in his ad has a sold sticker on it. As of two weeks ago he was still operating the same mobile and was in Australia as he did answer his phone. There should be a blacklisting of his credit rating but how is that accomplished. Police have told me the court order is valid for 15 years so I have a long time to go looking for him and his family. So I dont have an address at all to search for a title. A reverse search option would be good if someone provided that option.

Have found that the house was owned by Ekaterina Kapetanakis. I suppose this would be a parent or other close relative. This cost me 50$ but at least it proves conclusively that the family is involved in covering up for him. I have been told by the court that he cant transfer assets to other family members anymore to reduce his own culpability but that seems like cold comfort really.

I don't want to go to the door at 32 Fenton to tell all or have your children deal with this in years to come. You have already changed your business name, changed house, removed your ads. This can't be good for your sense of self. You are worth more than $15,000, plus 10%pa.
