Is a search possible without a last name?

If i have a first name and a country of citizenship how hard is it to locate a person from outside the USA?

I know he must have a criminal record and he entered the UK in 1998. So my question is can i locate a person using his first name and country of citizenship by searching passport,visa or criminal records? Is this even possible?

Not sure I am suggesting anything that you havent already tried. If you know of a criminal record then start there, date commited, trial date, which court, what was the offence, etc local newspapers will have covered it and will have published the full name unless an extremely minor offence. Any prison term served? you have good stuff to work from if you are right.
